Rental Housing Standards
Boone County, Missouri

On February 8, 2024, the County Commission of Boone County adopted Rental Housing Standards for the unincorporated areas of Boone County pursuant to the authority set out in the State of Missouri Revised Statutes Section 64.207.

Requirements for Rented Residences

It shall be unlawful for any owner of record of any rented residence to fail to provide Tenants of said residents with the following:

  • 5.1 Structural protection from the elements;
  • 5.2 Access to water service, including hot water;
  • 5.3 Sewer service;
  • 5.4 Access to electrical service;
  • 5.5 Heat to the residence
  • 5.6 Basic security, which, at minimum, shall include locking doors and windows;
  • 5.7 Notwithstanding the foregoing, if a utility service is unavailable because a Tenant fails to pay for service, the unavailability shall not be a violation of the ordinance.

Tenant Requirements

A Tenant under these regulations is defined as a resident who has a signed lease agreement with the property owner and who is current on all rent due. The complaining Tenant must use the complaint form provided by Boone County Resource Management. The complaint form requires the tenant to swear to the accuracy of the complaint. In addition, the tenant's signature must be notarized.

Filing a Complaint

A qualifying tenant must complete a complaint form provided by Resource Management. The tenant must sign the form in front of a Missouri Notary Public. The Resource Management Department has Notaries on staff and can notarize the document free of charge. To complete a complaint form click here.
