Show-Me Stormwater

Boone County, the City of Columbia, and the University of Missouri are co-permittees known as Show-Me Stormwater under a Phase II MS4 Permit issued by EPA through the Missouri Department of Natural Resources.

Stormwater Management Program

The mission of Boone County's stormwater management program is to establish stormwater management requirements and controls to enhance and protect water quality, reduce stormwater pollutant runoff, and protect and safeguard the general health, safety, and welfare of the public residing in watersheds within Boone County.

Boone County is jointly permitted with the City of Columbia and University of Missouri in accordance with the Stormwater Phase II Final Rule requirements specified in section 4.1.4 of the site-specific permit MO-0136557 for discharges from small regulated Municipal Separate Storm Sewer Systems (MS4s), as well as per state regulation 10 CSR 20-6.200 and federal regulations 40 CRFR Parts 9 and 122. In order to fulfill its permit requirements, Boone County has implemented six (6) Minimum Control Measures (MCM), which are expected to help significantly reduce pollutants into receiving waterbodies.

Minimum Control Measures (MCM)

The MS4 program has six elements termed "minimum control measures," which, when implemented, should result in a significant reduction in pollutants discharged into receiving waters.

The six minimum control measures are:

  1. Public Education and Outreach

    Educate targeted audiences and the general public about the impacts of stormwater discharges on waterbodies and steps the public can take to reduce pollutants in stormwater runoff.

  2. Public Involvement and Participation

    Provide opportunities for public participation in the development, implementation, and review of the permittee’s Stormwater Management Program.

  3. Illicit Discharge Detection and Elimination

    Develop, implement and enforce a plan to detect and eliminate non-stormwater discharges, including illegal dumping, into the stormwater system.

  4. Construction Site Runoff Control

    Reduce pollutants in any stormwater runoff to the MS4 from construction activities that result in a land disturbance of grater than or equal to one acre.

  5. Post-Construction Runoff Control

    Address the quality of stormwater runoff from new development and redevelopment projects that disturb greater than or equal to one acre.

  6. Pollution Prevention/Good Housekeeping

    Develop and implement a program that reduces or prevents pollutant runoff from municipal operations.
