Total Daily Maximum Load for Hinkson Creek: On Tuesday, Commissioner Karen M. Miller held a meeting with representatives from Boone County, the City of Columbia, the University of Missouri, the Boone County Regional Sewer District, the private sector and the Department of Natural Resources (DNR) to discuss concerns about the draft Hinkson Creek Total Maximum Daily Load (TMDL). The document, created by DNR, suggests that reducing stormwater run-off by 68 percent will serve as a surrogate for unknown pollutants that have caused Hinkson Creek to be placed on the EPA 303 (d) list of impaired streams. The draft was released to the public September 18, but was withdrawn October 9 after concerns were raised about the methodology and data that DNR used to develop the document. Meeting participants asked DNR to request an extension from the Environmental Protection Agency (EPA) to allow time to update data (the last data was collected in 2005) and to draft the TMDL to include a phased implementation approach. DNR is in the process of re-evaluating the TMDL and is tentatively scheduled to post it for public notice in early November if an extension is not granted.

City/County/Public Schools Meeting: On Wednesday, the County Commissioners met with City Manager Bill Watkins, Columbia Public Schools Superintendent Chris Belcher and City Planning Director Tim Teddy for the quarterly City/County/Public schools meeting. The meeting was hosted by the City of Columbia. The Commissioners received an update on the proposed Northeast Columbia Area Plan, the High School bond issue, Bearfield School and the proposed City/County mandates on curfew and truancy. The group also discussed state budget concerns and offering typing courses for prospective Boone County Sheriff's Department deputies. The Columbia Public Schools will host the next City/County/Public Schools meeting January 20.

Boards and Commissions: There are several vacancies on the City/County boards and commissions. Applications will be accepted until the positions are filled.

Tuesday, October 27: The Boone County Commission will meet at 7 p.m. with the Planning & Zoning Commission in the Chambers of the Roger B. Wilson Government Center. This meeting will replace the regular 9:30 a.m. Tuesday Commission meeting. The meeting agenda is available at
