Boone County Senior Buyer, Liz Palazzolo, Receives Buyer of the Year, Small Entity Award

April 12, 2018— Elizabeth “Liz” Palazzolo, CPPO, CPM., Senior Buyer for Boone County, received the Buyer of the Year, Small Entity awardby the Missouri Association of Public Purchasing, Inc. (MAPP), Chapter #3 of NIGP – The Institute for Public Procurement. This award recognizes her outstanding contributions to the public purchasing profession and the MAPP chapter.

Liz began as a Senior Buyer for Boone County on August 1, 2017 after retiring from the Office of Administration (OA), State of Missouri. Liz spent 33 years of her career with OA-Purchasing, most recently as the Section Manager - Commodities.

Liz graduated from Washington University in St. Louis with a Bachelor of Arts in History. She completed a Master of Public Administration from the University of Missouri, Columbia. She holds certification as a Certified Public Procurement Officer (since 1992) through the National Institute of Governmental Purchasing and Certified Purchasing Manager (since 2005) through the Institute of Supply Management.

As a Senior Buyer for Boone County, Liz purchases a wide variety of commodities and/or services, some of which involve complex procurement standards and procedures, such as negotiation through a request for proposal process. She evaluates bids and facilitates award decisions. She administers awarded contracts and conducts single feasible source procurements. She assures state law and procurement regulations are followed in all purchasing decisions.

Over the years, Liz has mentored many State of Missouri Buyers and now, as a Senior Buyer for Boone County, she continues to make a positive impact on public procurement. In the past, she has served on the MAPP Board, as well as newsletter and conference planning committees. In the words of one of her nominators, “Liz is always very kind to offer support to member questions. She is always the first to offer praise and encouragement.” Another nominator stated, “She is everything that you would want to represent our profession.”

Liz accepted the award at the MAPP Spring Conference in Lake Ozark, Missouri on April 5, 2018. She was also recognized for her achievement by the Boone County Commission on Thursday, April 12, 2018. Boone County congratulates Liz on achieving the prestigious award of Buyer of the Year through the Missouri Association of Public Purchasing.
