Boone County Resource Management Seeks Feedback on Stormwater Management Plan

COLUMBIA, Mo. (March 9, 2026) - Boone County Resource Management invites residents to provide feedback on the draft updated Boone County/City of Columbia/University of Missouri Joint Stormwater Management Plan (SWMP).

The SWMP describes the programs, practices, and goals for addressing the water quality impacts of stormwater runoff over the next five (5) years to comply with its Municipal Separate Storm Sewer System (MS4) permit with the Missouri Department of Natural Resources, which is delegated authority by the U.S. Environmental Protection Agency.

Boone County, the City of Columbia, and the University of Missouri will hold a public meeting to discuss the draft SWMP from 5:30-7 p.m. on Thursday, April 2, 2026, in Conference Room 1A/1B of Columbia City Hall, 701 East Broadway.

Comments will also be accepted at https://missouri.qualtrics.com/jfe/form/SV_9oAwiVh4z85Lo8K through April 10, 2026.

In addition to the management plan, the SWMP will also introduce new language to update an existing County ordinance. Section 28.7.2(3) of the Zoning Regulations will be updated to include “human waste or litter from encampment activities or other gatherings in close proximity to any waterway.”
