Upward Mobility is the idea that everyone deserves the chance to improve their lives and economic well-being, to be valued and feel like they belong, and to have power and autonomy. Thriving communities are those that support opportunities to boost upward mobility from poverty for all children, youth, and adults. Boone County's Mobility Action Plan describes goals, strategies, and target outcomes for boosting mobility from poverty.

Early Grade Literacy

The Early Grade Literacy workgroup aims to achieve the population result “All children in Boone County learn to read and write and see themselves as readers and writers.” The workgroup is focused on coordinating targeted literacy exposure to young children and their families as well as increasing social, emotional, and behavioral supports for young children.

Fair & Inclusive Housing

The Fair and Inclusive Housing workgroups (Affordable Housing Coalition and Second Chance Leasing) aim to achieve the population result "All people in Boone County have safe, quality, and affordable housing." The two workgroups are focused on increasing affordable housing stock in Boone County and increasing second-chance leasing opportunities.
