Chairperson Trabue, called the meeting to order at 7:00 p.m. in the Boone County Chambers having a quorum present.
Chairman Trabue explained the function of the Board of Adjustment. He stated that all decisions are based upon the Boone county Zoning and Subdivision Regulations, which are considered to be part of the record of the proceedings.

Member Rootes made and Member Bossaller seconded a motion to approve the minutes of April 27, 2000 meeting with no corrections. Minutes were approved by acclimation.
10.37 acres located at 5600 E Spiva Crossing Rd., Hallsville.
Bill Florea gave the staff report that the current zoning of the property is A-2 (Agriculture). All of the adjacent property is also zoned A-2 (Agriculture). The property is located approximately 2.5 miles north of Columbia. There is an earth contact house on the property. The mobile home being considered for this request has already been placed on the property as well. The original zoning for this tract is A-2. In 1991, the owner received a conditional use permit for a mobile home as a second dwelling. The purpose was to have someone that could assist Ms Kribbs in maintaining the property. That mobile home was removed in 1998.
The requested variance is authorized by Boone County Zoning Regulations Section 15, C. (4) (d) "to permit, in case of practical difficulty or unnecessary hardship, for a period of two years, the location of a mobile home on a lot."
Staff notified 13 property owners of this request.
Mildred Kribbs of 5650 E Spiva Crossing, Hallsville and Gavin Kribbs of 6104 O’Rear Rd, Columbia. Mrs Kribbs is 71 years old, a diabetic, she has had total knee replacement on one knee and will have to possible have a total hip replacement due to severe arthritis. She lives alone and has fallen on occasions. She fears being alone and in need with no one to be there for her. She can not mow her yard. She is unable to take care of things like she used to. Gavin is Mrs Kribbs’ grandson. If the variance is granted he and his fiancée will be living on the property in a trailer given to them by his parents. Mr Gavin will maintain the property and will be companionship for Mrs Kribbs as well.

It is so noted that Gavin Kribbs and his fiancée are in support of the request.
None spoke in opposition of the request.

Chairman Trabue asked the applicant to describe the earth contact home. Mrs Kribbs described the home as being 32x44, having 2 bedrooms, and was built in 1981. She has a 3-car garage, only functional as a 2-car garage. Part of the garage was used as a workshop before her husband died.
The primary request is to be able to assist Mrs Kribbs and maintain the property.
Member Rootes questioned a request from 1991. Mrs Kribbs stated that the situation did not work out so she had to let them go. The trailer was removed in 1998. All facilities were put in place in 1977. Mrs Kribbs is not neighborhood oriented. The only neighbor that has been there as long as she has is Marge Spiva, who lives across the road. The other neighbors are new. Her grandson would be companionship as well.
Member Rootes made and Member Bossaller seconded motion to approve, with a 2-year review, the request by Mildred Kribbs to place a mobile home as a second dwelling on 10.37 acres located at 5600 E Spiva Crossing Rd., Hallsville.

Last month there was a request by Richard B. Schulte for a variance from the requirement for a
50’ setback, located at 12181 N Silver Fork Hill Rd, Columbia. Mr Schulte did not attend the
meeting and the Board tabled his request.
He has since withdrawn his request for variance and has begun construction of his barn in compliance
with the Regulations.
The Board welcomed new Board member Nina "Kay" Clementz
