Chairperson Kirkpatrick called the meeting to order at 7:00 p.m., with a quorum present. Secretary Sloan took Roll Call.

Commissioner Sloan made and Commissioner Fugit seconded a motion to approve the minutes of September 17, 1998 meeting with no corrections.

Motion passed by acclimation.

PLAT REVIEWS

Thurman Subdivision, Plat 1. S12-T49N-R13W. A-R. Skipper and Denise Thurman, owners. James V. Patchett, surveyor.

Bill Florea gave staff report that this one lot plat is located on the west side of Highway 63, about 3500 feet south of the intersection of Hinton Road and Highway 63 North. The site is approximately 2 miles north of the Columbia municipal limits. The area being subdivided contains 7.00 acres. This property is currently zoned A-R (Agricultural-Residential). All the surrounding property to the west of Highway 63 North is also zoned A-R. All the adjacent property to the east of Highway 63 North is zoned A-2. These zonings are all the original 1973 zonings. The site falls within the Public Water District # 7 service area. The water district indicates that they have a 1" line serving the property. This water line comes in off Small Lane. Sewage treatment is proposed to be an on-site septic system, a soil report with the soil data is provided in the file. The owner has requested a waiver of the requirement for traffic analysis and cost benefit analysis for sewage treatment. This plat has 50 points on the point rating scale.

Staff recommends approval along with granting of the waivers for cost benefit analysis for sewage treatment and traffic analysis.

James V. Patchett, of Patchett & Co., 1512 Business Loop 70 W, Columnbia was present. He made no further comments.

Commissioner Abart made and Commissioner Fugit second motion to approve Thurman Subdivision, Plat 1. with staff recommendation of waiver requests.

Motion to approve Thurman Subdivision Plat was approved unanimously.

 

OLD BUSINESS

Director Shawver gave report on items from the September 17th Planning and Zoning meeting that went to the County Commission on September 29th.
