Biography

Kay started in County government in January 1967, working for the County Clerk. After ten years working in the "hub" of County government and part-time in the Harrisburg School District she ran for the office of County Treasurer. Election year 1976 was a BI-centennial year and an exciting time to run for public office. She was elected and has served 6 terms. During that time she has had opposition twice. She began her 7th term in January 2001. The Treasurers office serves all the other county offices. They receipt in all county monies, process accounts payable and several state-mandated programs. Kay has an aggressive investment program that has earned the county and other taxing entities millions of dollars.

Kay serves on several committees in state and local government. Statewide she is chair of the County Employee Retirement Fund (CERF); this was a three-year appointment by Governor Mel Carnahan and since re-appointed to a 4-year term by the Missouri County Treasurer Association as well as legislative chair for County Treasurers. For the State Treasurers office she chaired the Investment Advisory committee and served on the "unclaimed property" committee. Here in Boone County she chairs the Boone County employee Self-Health insurance trust board, oversees the Art programs for County buildings. The County Commission has recently appointed her as chair to the Domestic Violence committee.

Kay has a BA in History-Government from Columbia College, managerial accounting graduate level and basic computer from the University of Missouri. She has numerous certificates of achievement from GFOA for Cash Management, Investing Public funds, Governmental accounting. She has attended the Advanced Government Finance Institute at Georgetown University, Washington, D.C.
